Annual Validation for ECHS Dependents: Everything Veterans Must Know
Annual Validation for ECHS Dependents: Everything Veterans Must Know
Blog Article
The Ex-Servicemen Contributory Health Scheme (ECHS) plays a vital role in providing healthcare support to veterans and their families. As of 2025, a new and mandatory rule requires all dependent ECHS cardholders (excluding the primary veteran and spouse) to complete annual validation to continue receiving medical benefits.
This blog provides a clear and structured explanation of who needs validation, how it’s done, what the consequences of delay are, and how to stay compliant.
Who Needs to Complete Annual Validation?
Annual validation is mandatory for:
-
Children above 18 years of age
-
Parents below 80 years
-
Any other dependents (except spouse)
Exempted from annual validation:
-
ESM (Ex-Servicemen)
-
Spouse of the ESM
-
Dependents below 18 years of age
-
Parents aged 80 years and above
-
White cardholders (permanently disabled dependents)
Eligibility Criteria for Dependents
To continue as a valid dependent:
-
Monthly income must be below ₹9,000 (excluding DA)
-
With DA, this equals approximately ₹13,770 (as per current DA rates)
-
For parents, combined income must also fall within this limit
Key Policy Changes (Effective 2025)
-
3-Month Grace Period Removed
Previously, you had 3 months post-expiry to validate. This is no longer available. -
12-Month Suspension Window
If a card is not validated within 12 months of expiry, it will be suspended — meaning no medical access during this period. -
Permanent Deactivation After 12 Months
If still not validated within the suspension period, the card will be permanently blocked. A new card application will be required.
How to Complete Annual Validation
Option 1: Online via ECHS Portal or App
Steps:
-
Log in using ESM credentials
-
Select dependent to validate
-
Upload relevant documents (ITR/Form 26AS/Income Certificate)
-
Sign digitally and submit
Option 2: Visit the ECHS Polyclinic
Steps:
-
Visit your nearest polyclinic
-
Submit self-attested documents
-
OIC will verify and approve
-
Once validated, the card is renewed for 12 months
Required Documents
-
PAN Card of the dependent
-
Income Certificate or ITR or Form 26AS
-
Valid ECHS card
-
Relationship proof (if requested)
-
Self-declaration signed by the ESM
Timeline Overview
Timeframe | Status | Result |
---|---|---|
On expiry | Not validated | Benefits active until expiry |
0–12 months post-expiry | Still not validated | Card suspended (no medical access) |
After 12 months | Still not validated | Card permanently deactivated |
Why This Is Important
-
Avoid interruptions in treatment
Delayed validation means loss of medical benefits at ECHS and empaneled hospitals. -
Protect elderly parents and grown-up children
They require timely validation to stay eligible under ECHS. -
Reactivation is complicated
Once a card is blocked, reapplying takes time and effort.
Special Cases
Dependents aged 80 and above or those holding white cards (for permanent disabilities) only need to validate once. No annual validation is required after that.
Final Words
This rule ensures that only eligible dependents access ECHS benefits, maintaining the integrity of the system. As an ESM, make sure to:
-
Track ECHS card expiry dates
-
Validate dependents 1 month in advance
-
Keep income-related documents ready
-
Regularly log in to the portal and check card status
